I would argue that even the rope you get in the beginning of the game is almost as much as OP, as it's also an easy one-shot (well, one-stike), infinite ammo, you only need to make sure are not allowing enemies to surround you.
In other words, it's not a hardcore survival game, it's an arcade game with a difficulty curve, fighting isn't even the main focus, so.
body shots just ties them down temporarily
it's not AMAZING, but it's better than just using your strand to fight.
I like doing things the old fashioned way. Run them over with the truck (they don't die, unless you run them over two or 3 times)
I play with a mouse and headshotting MULEs for the insta-knockout is too easy, and then there's the Bola + Cord-Cutter combo for BTs, easy game.
It's the closest thing to a sniper rifle in this game.
the primary reason for this is that MULEs and terrorists are more inclined to swarm you at higher difficulties, and the reload time for the bola gun quickly becomes prohibitively long
it will suffice for a chapter or two, but once you have access to NL firearms, there's no reason to even consider a bola gun when playing on very hard
I've only played this game on Very Hard, and since the launch of the game. The Bola Gun is very strong, you can one shot the human enemies easily, the only weapon stronger are the shotguns. The Bola Gun's reload time is a non-issue, and is actually pretty fast.

This is me playing versus MULEs on Very Hard, mostly using the Bola Gun. It's viable, even towards the end of the game.
What's so hard about standing, waiting for MULEs to get closer, aiming in their general direction and shooting at them? All you need to do is move around sometimes to dodge the spears and run to the strangled MULEs and kick them once. You can literally clear the whole camp by making the least amount of effort.
And other guns being better is not the point here. It's the fact that aaaaaall those other options you have - stealth, combat, combat manouvers, cargo throwing, smoke/stun grenades, decoy cargo - all of this goes straight into the garbage once you unlock, very early at that, the 15 ammo, quick reloading (yes, it's quick actually), aiming-not-required, medium sized, 3.5 kg weighing, cheap to make, god-almighty Bola Gun.
The real issue with Bola Gun is that you unlock it extremely early and when it happens you can ignore most of the other mechanics and weapons you have access to at that point. The MULEs don't stand a chance once you unlock the Bola and the encounters go from semi-challenging and risky to zero-challenging and non-risky.
I'm playing on Hard btw.
I didn't play on Very Hard, but on Hard it's very hard to get swarmed, and if I am, I just run away. The MULEs are super slow with their reactions, so it's not a problem to just make distance and start shooting again.
I personally would try reducing the ammo count to 6 shots or something. It would still be extremely useful, the most important thing is that it wouldn't be God-mode anymore and would make raiding/passing MULEs a risk again (unless you take like three of them). Maybe also make it L sized? So stacking Bolas would be a liability for your cargo holding potential. But there are so many other ways to balance it, the charging time, battery drain, those are really good ideas.
