100% is NOT normal.
100% GPU usage is normal, 100% cpu usage suggests that your cpu is the bottleneck, which it shouldn't be.

lol..seriously. A CPU is designed to work between 0 and 100%. Its is in normal operating parameters. 100% is not normal is a ridiculous statement. And a CPU can always be the limiting factor. If you don't want 100% get a better CPU. It does not indicate an issue however. FPS is not infinite. Something will always limit it.
Your, "get a better cpu" statement is also utter nonsense.
The OP has a i9-10900K, I have a i7-10875H, we both have great CPUS. That said, 100% usage according to task manager is a lie. That's not really 100%. It says 100% if any core is at 100% usage, not if all cores are. Something like hwinfo is much more accurate.
Task manager says my CPU is at 100% utilization, hwinfo says my CPU is at 74% usage. That's still very high cpu usage though.
In a game, cpu, OR gpu should always be at 100% usage, unless you're frame limiting with vsynch or some other framecap, but in nearly all scenarios the one at 100% should be your GPU, your CPU at 100% means it is the bottleneck.

It's not malware, the game is really pushing cpus that hard.

Run a Pentium of 10 years ago then ..good luck with that. 100% is normal operation of the CPU if that is what is needed. ANd my CPU and GPU never reach 100% because i use VSYNC at 85 or 100. If you want to drive them to the max do so. Something will reach 100% and it is not always the GPU. Depends entirely on the game and the graphics and complexity displayed at the moment and the data processing and calculations that need to be made. The statement that the CPU should never reach 100% is false..because guess what it is in your case. Obviously it can.Its not like its going to hurt it any at all as long as your temps are good.
What? You're calling a 8-core CPU that runs at 4.3 GHz on all 16 threads, a 10 year old Pentium? Are you braindead?
And that's my CPU. The OP's CPU is a 10-core cpu with 20 threads, that runs at 4.8 GHz on all 20 threads.
These are both among the best CPUs available for gaming.
well since you said a CPU cannot or should never reach 100%. I invite you to use one and see just how fast it does infact reach 100%. It doesn't mean something is wrong with the program. And obviously if you are reaching 100% the game is very CPU dependent. AS long as it is running well. Its not an issue.
That's not what I said at all.
I just stated that typically, in most games, 100% cpu usage is not normal, and that being at 100% cpu usage indicates a cpu bottleneck.
It seems weird that my RTX 2070 Super should be getting bottlenecked by my i7-10875H.
rock steady 60fps at 1440p with a 2080super and i7-8700K.
Death Stranding is using: GPU load averages 40-60% while CPU load averages 45-55%
I am sure that is exactly what I will get with my I7 8700K and GTX 1080ti as I will VSync the game at 85.
