I used DSR 4K and it looks better but still without TAA the game looks weird in Cities.

Then enable TAA for perfectly anti-aliased gameplay and use Nvidia Freestyle or Reshade to sharpen the game back up. It looks great, clear and crisp.
Modern PBR engines with the way shading is handled don't support MSAA.
All you can do is use DLSS, or DSR to downsample the game for a cleaner image.
No clue what you mean by "on that blurry resolution". If you're using DSR to render at 1440P instead of 1080P, it's probably blurry, due to partial pixel reproduction, but if you use DSR to render at 4K, it should just outright look better than native 1080P in every way.
Yes it does. I use DSR to play the game at 4K. It works just fine.
