Do timefall shelters lose the pass-time ability when they deteriorate?

I'm at a timefall shelter that is very deteriorated but still working. I don't get the option to pass time...

Well, I upgraded the TFS and still I can't pass time. Seeing another TFS in the distance I made a run to it and there I could make time pass. It is also a lvl 2 TFS. Strange.

But, alas, I think I am the only one playing DS these days so I'm just talking to myself...

Usually you can only pass time when its raining around you, usually it is to wait the rain out, else passing time in the shelter wouldn't bear any meaning :)

I think it was raining, but I'll have to be aware of that next time to check the time-pass out. Thanks.
