Veteran Porter and First Prepper

Hi. Just noticed that missions and lost cargos for Veteran Porter and First Prepper are very rare, where I most likely found them?

I have 418 legend of legend of legend deliveries done and veteran porter is only 2.5 or 3 stars for me he definitely takes a long time to level up as unlocking new deliveries takes a lot of grinding. First prepper will have a lot of deliveries from mountain knots and prepper in the area he's a lot easier getting 5 stars than veteran porter. Need to do more pizza deliveries myself as I'm only haft a star after two deliveries might need to advance the story as well.

At 441 LLL deliveries veteran porter is at 5 stars. Could have gotten 5 stars sooner if I haven't completed almost all avaliable orders in Capitol Knot region.
