After that, the more shelter/distro/city you unlock, the more equipment you will get, which will open up the gameplay by a lot, giving you the freedom to mess around
it depends... do you like art house films? its an art house film for gamers. most intellectuals (like myself ;) ) like the sort of slow.. symbolic.. off beat experience that this genre brings. personally i love it. my bro thinks the game is boring and he couldnt finish it. it depends.
do you think walking through nature and slowly climbing a hill is boring? or you interpret it as humanity's struggle for survival or the personal growth one gets from facing the elements?

Out and about and some one leaves useful equipment/structures it's like oh thank gawd they did that. That subtle indirect co-op nature of the game allows for some nice surprises. Playing this offline would be slower going for sure I bet.
I did use a lot of other people structures and fortified them. I personally didn't build much, but did deliver random player lost packages a lot. I'ts a game that makes you think of others and helping others even if you can never directly see other players. Only what they leave like equipment, structures and packages.
All those interconnected stands. I get what Kojima was trying to doing narratively and gameplay wise even if it is a lit bit blunt and heavy handed in it's execution.
TD/LR: Boring is subjective.
It's also tentatively in my top 5 games of all time.
