It is a separate game with its own playtime and achievements.

The PS5 version let you transfer your save and trophies from the PS4 version but no news as of yet if you can do it for the PC version.

They're going to lose a lot of sales if they don't let PC players transfer their save files.

I seem to recall save transfer has been confirmed. If it may reset a few things like online parts like the PS5 is unknown I believe.

Director's Cut is being sold as a standalone game, but if you own the original, then you can buy it for $10, so for the price of DLC.

Personally I think i would like to play the game entirely from beginning and have to unlock things again.

It's technically a separate game with its own installation and servers. If you want to continue a game you started in the original version, then you will need to export your save file and import it into the Director's Cut. As far as I'm aware, there will not be an option for an in-place upgrade of the original game.

Rather, you can buy the Director's Cut for $10 if you already own the original. Everything seems to suggest that it's a separate product and not an upgrade to the existing game, but to be fair, the publisher has not offered any clarification.

why couldn't they just upgrade the original game if not at least make sure you could transfer and unlock the achievements

I hope they fixed the TAA implementation and the controller issue. That alone would be worth $10 lol

marketing, a new release garners buzz. kojima might not be small, but his company has one game. There is a rationale behind it, not a good rationale, but a rationale.
