Recovering from Exhaustion in the field.
The in-game Tips state:
"Exhaustion
Push yourself too hard, and your maximum stamina level will drop. Resting outdoors will restore it a little, but to make a full recovery, you'll need to take a rest in a private room."

However, I feel like every time I've Rested/Slept out in the field (holding C while on a flat surface for best results), The stamina/exhaustion gauge has disappeared once the blue bar has filled to the current max, and the exhaustion (grey lines) don't reduce or change at all.

Am I missing something or is the tip just wrong about this?

(at least on very hard) you can slowly refill the recoverable portion of the gauge by laying down, but the cross-hatched portion will only recover by resting in the private room
push yourself like that for too long and sam will, put bluntly, start pissing blood; this is the only way to get the EX-plus grenade variants, but the utility of such is debatable

Its because the blue bar becomes smaller as well. You have two max stamina bars. And only one of them can be restored in the field.
I've played this game for many hours without rest. The grey cut-off stamina only kicks in when Sam pushes too hard. For everything else a rest with some whistling or a quick drink will get him back up to spec.
It's just like the tip says: you have to rest in a private room to fully recover.

presuming you're carrying a halfway-decent amount of cargo, your stamina maximum will pretty much constantly deplete, albeit so slowly as to be almost un-noticeable
you don't have to be sprinting around or scaling steep slopes for your stamina cap to deplete; long treks across perfectly flat terrain will still deplete your cap over time unless you're carrying so little that said trip would be a near-complete waste of effort

then again, the two biggest defining changes between higher and lower difficulties are how much damage you take, and how quickly stamina depletes, so make of that what you will

Bathing in a hot spring will also restore the stamina bar to its max without going to a private room. I use this rather than the private room because each time you use a private room it adds about 30 minutes worth of degradation to the structures and roads while the hot springs only takes a few seconds.

* Unfortunately there are no hot springs in the Eastern region, so if that's where you are, the private room is the only way to restore the stamina bar to max.

The problem i always have with hot springs is it's either raining or snowing whenever i am close to one. Which prevents the use. But the one close to the Evo-devo is definitely my favorite.

I only just got out of the first region recently, but I've been wondering about this resting in the field ♥♥♥♥ pretty much the whole game so far. I feel like the tip was correct at some point but they changed the mechanics and forgot to change the tip. Also I do know the difference between current stamina and max stamina :P The Exhaustion tip is specifically talking about the lowering of your max stamina...

But yeah, I guess I will just have to look forward to those hot springs. And I also know what a pain in the butt it is when you're trying to do something and it suddenly starts to rain. I kinda wish that rain just made things slippery and made traversing certain terrain more dangerous, which would in turn lead to cargo getting damaged if you're not careful but I guess they needed a reason for structures and things to degrade rapidly, not just cargo

Current Stamina is the blue bar, is what yout got available to use, and it's what you can recover.

Max stamina is how big your stamina can be, and it's what you can replenish by resting or drinking from your canteen.

The exhaustion is the grey bar that slowly takes over your stamina bar, and it's what you need to go to a private room or a hot spring to rest.
