Well, yes, you are right about that, but not the case... It makes a lot of sense once you "finish" their quests and learn their story.
Her "mother" (the one we know in the game) is not so, she is an adoptive mother. Her real parents were japanese but died 5 years ago, her adoptive mother says she barely spoke english when they first met.
So If her parents were japanese who migrated into the (back then) United States before the Death Stranding, and lived isolated as almost everyone after it, it makes a lot of sense they taught her daughter to speak japanese, as almost every inmigrant family speaks their mother language at their home.
And if they were isolated, is not strange that the girl couldn't learn enough english to sound like a native even when she was born in the (now) UCA.
That's why I only took her for an "inmigrant" with a funny accent and not as a bad actress.
There's a big misconception today that just because people have a lot of followers and are widely known they can just do everything and in this case act. Don't get me wrong she's probably a very talented person but an actor she is not.
Her parents were Japanese, from Japan. She was raised Japanese. "The Chiral Artist's Mother" is who adopted her after her real parents died in the terrorist attack on South Knot City five years before the events in the game.
I have met Mexicans in America who have been here for three generations and have a poorer grasp on English than The Chiral Artist does in this game.

The whole quest is awful. The cutscenes are very odd and forced too, let alone the aftermath (which was kind of funny though).
Man, you're talking about a few minutes of her acting vs 12+ hours of cutscenes with the rest of the cast.
How much weight could that possibly have?
