Can i upgrade Peter Englert to 5 stars after finish the game? Before that I delivered two pizzas to him. And after finish the story I saw his letter and visited his shelter.

Yes, his missions continue even after you beat the story. [Minor spoilers] His shelter is automated through the entire game, so at the end you're basically delivering pizza to eat for yourself while the surveillance system judges your pizza eating skills:P

I'm told there's nothing miss-able in this game, but now I'm worried I can't complete Peter Englert after I've finished the story. I too remember delivering to him only twice, not long after I first got to South Knot.

I've no idea where to go to pick up deliveries for him. I've been to all the other places in the middle region countless times. The only other social NPC that I haven't made 5 stars is the Film Director. Peter's terminal is available but only shows "Private Locker".

Apparently there are two thermal springs I've missed as well. No idea where they are!

Just keep an eye on your emails, when he needs you he'll email you.

Got him on the chiral network, but I guess I still need to do one more!
