Its very random and not entirely predictable - but very handy in a pinch.
They only show up when your low on the aforementioned goods.
Not something you can control or predict - but generally that's my read on it.
I'd call it more of an "echo" or "footprint" of them being there.
Anytime you're in a boss BT boss fight you can do a shout out and they will appear and throw you supplies helpful in the battle. Works whether you're low on supplies or not but is especially useful if you get caught while on a delivery and not carrying any weapons. It may take a few shout outs to get their attention but you'll know when Sam shouts out things like: "Sure could use a little help here" or "NOW, damn it" or "Throw me a bone". You'll usually only get 3 of these helpers but if you die and get pulled into the seam, you can make contact with up to 5 of these "souls" while in the seam that will help you out after you repatriate.
They are the souls of other players (from "The Seam" section in the Tips menu).
Never needed to shout at all. They generally showed up whenever I was low on something. May not give me what I needed specifically - but it was sufficient enough that I'd never had made it past the final boss fight.
LOL, know what you mean, the first time they threw me a Lvl 1 Speed Skeleton I was like "WTF?? How's that gonna help?" (Later found out it's easier just to run out of the area to end the fight scene than it is to try and gather weapons etc. tossed your way by the souls. Speed skeletons are great for this).
I just chalked it up to recycled mats - but yeah there where some weird items showing up.
I was prob the dolt that you saw leaving about a half a dozen empty launchers littered all over the place.
Not having ammo magazines/cartridges in this game always struck me as odd.
