Well, you quoted the sentence yourself, it says nothing about the PS4.

There are no PS4 logos on the director's cuts. Also I'm on PSN store now on my PS4 and it's not listed either so not sure where you are seeing that.
It has not been confirmed one way or another yet, we'll see what decision they make. Ghost of Tsushima on the other hand announced a week prior theirs for both consoles, although have not confirmed a PC release for either of them as of yet.
It's all for the PS5 sales though, I mean look at the exclusive out now... 3 major titles? Demon's Souls, Ratchet and Clank just last month and Spider-Man I guess. The rest that were showcased during Sony's reveal stream will not be out for a while, some have even been delayed (God of War and Gran Turismo 7 come to mind). It's anyone's guess what they will do for now.
