I'm sure they are supposed to be something specific but I don't think we have enough information to actually figure it out.
I don't think any of them were humans, but they were sentient life and all connected to the beach, they've spent eternity there, so they can probably look like whatever they want, or maybe we only perceive them as what we are and they're actually something completely different. The baby probably represents how the sixth extinction is just beginning, maybe they chose to be humans and have a baby in the center to represent that one of us is going to be the sixth EE, maybe trying to get humans to understand in the only way they could tell them.
But the game also does like the five characters thing, like cliff and his four soldiers, so it could be something else.
The fact that they appear at the end just when you start hearing the voices of the 5 people looking for you is a big sign imho. You've been wandering aimlessly on the beach for a while and they guide you towards the water where Deadman grabs you.
