That's the right save file location but it has a folder inside the Death Stranding folder named with an 8 digit number string. Like this:
C:\Users\%user%\AppData\Local\KojimaProductions\DeathStranding\????????
If yours doesn't have that last folder with a string name you can either start the game and play to a checkpoint so that the game creates a save or create the folder yourself.
The number itself is included as a part of the cloud saved files naming convention.
eg. is an example of a downloaded save file though your number will be evident
%WinAppDataLocal%KojimaProductions_DeathStranding_????????_autosave0_checkpoint.dat
/AppData/Local/KojimaProductions/DeathStranding/???????? - is now self explanatory
The second last item in the file name ,autosave0, is the name of the folder that the save file, all of which are named checkpoint.dat resides in.
Each save file should be renamed as mentioned and placed into it's own folder except for 3 files which go into a folder named profile.
Do you need all of them? I don't think so. If I were you I'd grab the last 2 or 3 'autos' and maybe a 'quick' or two. Why are there 'quick' when quicksaving isn't a feature? I'm guessing they're created when Sam sleeps or uses a private room. Just a guess..

The correct alias to reach the \AppData\Local subfolder is "%LocalAppData%".
You can copy "%LocalAppData%\KojimaProductions\DeathStranding" into Run (Win+R) and execute to have the target folder opened.
well, at this link i got 1 save file when i reinstall game, profile dat, is that mean when i start game its resave my saves at this link an its empty?
Because thats only i file i can download named @profile.dat@
