Unfortunately online doesn't work this way. The chances of you getting a zipline shared by a random player at the exact spot you want is so low, you may as well accept it won't happen.
There were a half-dozen ziplines in the coastal part of the Eastern region before I went through and dismantled most of them. Why would anyone want to zipline to the dead center of the river delta when 300m gets you all the way across? I do not understand.
That doesn't eliminate them; it only removes them from your world. In fact, it doesn't even truly do that since the game still has a tie to that spot and tells you that you can't zip there because you removed it, which somewhat defeats the purpose.
