Don't use task manager, use msi afterburner's hud to display metrics. Task manager doesn't report correctly.

It looks like this. See cpu is barely doing anything while my gtx 1070 is doing it's job. I'm playing at 60fps 1920x1080 and highest graphics. Task manager would be incorrect here.
You can bind a hot key for your msi hud and toggle it on and off.

Good Luck!

I've been enduring the stutters and lag for a while now, my cpu is either at 90-100% or 20-30 with sudden spikes to 100%
i've tried almost all solutions and nothing worked! i know my laptop's specs are within the recommended specs, but i lost hope at this point... :/
my specs:
GTX 1060 6GB
i7-7700HQ
HMMM.. You're both on laptops. I wonder if you have to do something special for this game to perform to standard? Like keep your ac adapter plugged in, or use geforce experience.
I'll see what I can find out after I install it on my laptop and try. There might be something you have to do manually.

I'll be back here with results and hopefully a solution.
Good Luck!
OK.. I was able to max out my laptop gtx 1050 with low settings and 1920x1080. The i5 coffee lake isn't working hard. I didn't do anything special just install and optimize with geforce experience.

Averaging only 40-ish fps.

Try using geforce experience for optimization and plug in your laptop and see if it helps.

Good Luck!

Personally, I excused it to a combination of my CPU being pretty old, an I7 3770, and the Denuvo DRM that usually results in an fps bump when eventually removed from some games...

However, there may be a setting or two in the graphics settings that's brutal to the cpu. The fps drops don't bother me so much since the game isn't particularly action heavy most of the time.

I always game with the power adapter plugged in, it's just the norm with all laptops, but i've never experienced such stuttering and lag in any game before (unless it was poorly optimised or graphically demanding) quitting and relaunching the game several times does the trick (for now) and i get 65-45 fps with a mix of high-mid-low settings. hopefully we'll get a Denuvo removing patch soon, because this is absurd.

THis is a pretty common thing that happens with laptops.. I have a i7 8750H with a rtx 2060 for my on the go gaming and I have seen it happen a few times...... The game is not using your dedicated GPU and instead is using the i7 8750H onboard GPU... In order to fix this you have to goto Nvidia control panel and make sure you choose to use dedicated GPU for this game... there are definitely a ton of guides on exactly what u need to do... I just cant go step by step to exactly what they are right now I am just running out.

Good luck
