basically update video playback codecs and or change its settings to make it match your pc performance level
cutscenes may be in real time so ye maybe still turn down settings if thats the case
this game is heavy on memory swapping = cpu heavy load= stuttering
I'm playing at 120fps, and my cutscenes are at 60fps.
I had the cutscenes running at 90-120fps last night, but they had weird jitter and frame pacing problems if not stuck at 120. Anything between 60 and 120fps for cutscenes looked bad. Switch vsync. It now runs 60fps in cutscenes, ~120 in game and no more weird frame issues.
Cutscenes are in no way capped at 60, they just look bad if not locked to 30/60/120 fps for some odd reason. I played around a lot with it on stream last night.
ALso, GPU does pull a lot if you let it.
If your system under a full load runs too hot, it means your cooling solution is insufficient and you need to upgrade/improve it. Why owning a powerful computer when you can never utilize its power due to poor cooling solution? In other worlds - buy better fans, clear up the dust from passive coolers, replace the dried up thermal paste under sinks, remove obstacles blocking proper airflow through the case, and if everything else fails, move to more efficient cooling technology (air->water->liquid nitrogen->I don't know, magic?).
Normal, non-overclocked systems should be coolable by standard air solutions, good enough fans and reasonably build case. The problem is that people are too lazy to do maintenance, never clear dust from everywhere, leave broken, non-moving fans in place, and then, one day - a thermal judgement day.
I've got a heavily oveclocked i9 running in a room that's over 80F, and its still within good limits. Anything over 80C on an i9 is cause for concern.
I can't even imagine pushing something to 95C
Again, it's ONLY the cutscenes, regardless of the graphics settings (FPS lock aside), and the temps seem to be in the norms for my PC.
Just to be clear I'm getting ~50-55 without the FPS lock, and I am limiting to 30 FPS for smoothness' sake.
But when I do limit to 30 FPS the *cutscenes* and I repeat ,*only the cutscenes* become extremely choppy, about 10 or 15 FPS although afterburner says I'm getting 30.
