Report a translation problem
If anyone was curious, it runs at about 35~45 fps at 1080 default settings, so I just locked it on 30 fps max and it stays pretty stable. So I guess that weirdness was an interface issue between the display and the chair.

I prefer steam's FPS counter of Nvidia's as it's way less intrusive and can be left on at all time (Nvidia's display is way too big and just doesn't blend in)
