Have you checked the nVidia control panel (not GeForce Experience) to ensure V-sync is NOT set to "V-Sync Half Refresh Rate" as that will cap you at 30fps.
I usually find "adaptive" to be the best general setting
Other usual culprits is that your desktop refresh rate is set to 30fps - so worth checking those settings in Windows as well.

I didn't even know this existed. Thanks. I've been a console gamer most of my life, until around 2014 when the next gen consoles all just pissed me off enough to switch. I've been using GeForce Experience this entire time as that was the only thing that ever opened up when I clicked on it. I'll give this a go real quick.
Do yourself a favor and ditch Geforce experience... It is great to be notified of driver updates, but the whole "let me tweak your game for you" is horrible. Install it, but configure it so that it never tampers with your games setting.

Yeah. I was wrong about Vsync for all that time. Turn off Vsync, and don't trust GPU software to manage all of your settings; set them manually.
