Second, you need to connect the area to the chiral network.
So basicly your first trip to a new outpost, delivery or city spot will be completly neutral. You'll have to reach it yourself without any help. (you will see NPC stuff for basic help, they are not part of the "shared online" content between players of course ;) )
But after that, when you will have to or want to retrace your steps back for story purpose or "standard delivery" or just to collect material and build stuff for the others, you'll see signs, buildings by others.
I don't know exactly how the game manage the things you'll see (probably random). Because if you were to see everything players build, the world would be too populated by everyone sign or ladder, or rope, etc..
And lastly, you won't see the "likes" in realtime. It pop when you are reaching an event in-game if i am right (like activating a terminal or accessing a storage in wild lands)
