My previous monitor was stutter free when not using vsync, and used borderless mode to boot so I wouldn't have screen tearing, and then got nvidias fast sync to do the same, incase I can't force the game into non exclusive mode. I got stutter with vsync when the fps went below refresh rate and when the screen was moving.
But with the monitor I have now, I have to use vsync, because there is some weird stutter (motion jitter, when the screen is moving) always, no matter what fps I'm at, if I don't use vsync.
Difference of stutter, is that with vsync on old monitor was consistent stutter if it happened, while with new monitor without vsync it's inconsistent and more derived how fast the entire screen is in move, if the character is moving on the screen without the screen moving then it's fine.
You can use dsr changing you desktop resolution first, then choosing the same in the game.
You can enable higher res with dsr, if you set your desktop to that resolution too. You can also compensate with DPI scaling your desktop stuff.
If you revert back to your previous monitor resolution everything in your desktop will back to where it was, so don't worry about messing anything up there, also you can switch between different scaling when holding ctrl and using wheel mouse on desktop, it has different desktop icon location memory between few sizes.
You are just deluded, it has no bearing because the fault lies in the monitor not in the exclusive or non exclusive mode.
There are multiple samples where people tell the opposite, one tells it's this way the other tells it's the other way, some tell the vsync off is good, some tell vsync on is good, some tell fullscreen is good, some tell borderless is good.
Use more different monitors and cables to see that it differs, why I have no idea, I stumbled upon a guy who is tech junkie and noticed the problem lied in the cables for them.
You don't just assume something because your experience is the same as others, you listen to all of the problems.
WHY THE FRAK.
set these globals in NVCP (Nvida Control Panel)
GSync ON
frame limit cap set to 3 frames under your montior's native refresh rate
(ex. if native is 144Hz, set to 141 cap.)
VSync ON
set these parameters in game:
VSync OFF in game
run the game in fullscreen mode.
if you're still having problems, try disabling full screen optimizations.
while the game is running, bring up task manager, right click the games process, go to properties, compatibility, and place a checkmark for "disable fullscreen optimizations", press OK. close the game, and re-launch the game.
Micro Stutters should be gone.
There is no fullscreen exclusive mode in DirectX 12-games. Pray for Vulkan support.
Either by clicking the game exe properties and choosing "disable fullscreen optimizations" or do that in addition to in combination with these registry settings:

Save the file and make sure to change its extension to reg.

Save this (without the dashes of course) as .reg file extension then run it.
If that doesn't work right click the game executable properties in addition to this and do the disable fullscreen optimizations checkbox.
using the method described above, you can disable "full screen optimizations" and the game will revert to "true" full screen mode.
I'm aware of "Disable fullscreen optimizations". That will not allow exclusive fullscreen on DX12-games.
The game as Hardcoded Resolution, you can not change anything.
