Using that implementation of DX12 requires a TON of extra work on the part of the devs over just using the damn API in win 10.

Win 7 did not get the full DX12 library ported to it.
It got a stripped down version that puts the onus of the workload on the developers to include everything required for the game to run with the game rather than, y'know, being able to pull from the libraries in the OS.
It's an incomplete implementation of a constantly evolving API.
Secondly, I use Windows 10 regularly. Just not on my personal machine. I've been a service tech for the majority of my life. But in case those words are too advanced for you, let me dumb it down for your tiny mind to comprehend: I service and repair computers. Yea, including Windows 10 machines. Have a look over the article I linked. CDPR isn't having to put a "TON of extra work" as you claim. Windows 7 support was almost an after thought to them.

DX12 under win 7 is a partial implementation that only exists because of Activision/Blizzard throwing money around.
Cyberpunk 2077 will be the SECOND game to actually use it because the implementation is too much trouble to be bothered with by most developers.

most of them have privacy policies which state that they collect data on you.........
including using a samsung ssd drive.............
im betting most of the games you run. collect the sameish telementry......
just about anything that runs advertisements, is tracking you, where you go , how long you stay there, how hard you hold your phone

Can't you just copy the files from that voice recognition software?
I backed up my entire windows drive from documents, and appdata/roaming, local and localLow which had all the configs from the programs i use.
The software you use must have some preconfigured files you can back up to an external drive.
And what you can do, is to say get a new windows key, a new windows drive, and replace the current one with a fresh 10, install the voice recognition software and copy over the config files from the old drive.
And if the software doesn't work and you would have to use month to configure that, then just plop in the old drive and boot windows like if nothing happen :)

They just need the Microsoft Speech Recognition Profile Manager Tool[www.microsoft.com] to export and import existing training profiles.
I highly recommend everyone who uses Windows Speech Recognition (or apps that use it like Voice Attack) to make a backup of their profile anyway if it is important to them. You never know when an SSD/HDD's controller will randomly brick, etc. and you'll lose access to that kind of stuff.
