Probably not, because this mean people can cheat more easily and even affect other players mods, unless they do something about it.

It is not a competitive game unlike gta 5 or something else. Borderlands 2 had mod support too, again not a competitive game. So I have some hope, but again I've heard this is the first port from decima engine to PC so who knows.

But the economy is kinda communist :) You can take any amount of resources present on any of the bases, encouraged to donate all excess stuff to the other players and can take their stuff for free. You can even drop your mission cargo to be delivered by others, though I didn't try.
