Report a translation problem
If you have already started a game, you can open the menu, click the Advanced Options button, click the Politicians tab and change Allow Character Customization to true. This will also allow you to customize elections. You can go to the elections tab and click the Customize tab.
You can save individual candidates as presets once you are in the character customization menu. You can save entire groups of presets by going to the Advanced Options/Politicians tab and clicking Save Preset under the relevant group. These can be loaded into any game.
