Being Party Chair as a sitting Politician

The game doesn't allow you to become party chair at any level if you already have another political office. However, in reality, most party chair (especially at Congressional level) are sitting politicians. In 2016 DNC chair was Debbie Wasserman-Schultz who was a sitting Congresswomen, and their Senate Campaign Chair was Chuck Schumer (sitting Senator).

Some chairs are not incumbent politicians (such as current RNC chair McDaniel or previous chair Preibus), but it does not mean incumbents cannot be chair at the same time.

I think the game should allow you to become chair even if you already have an office as long as it's not an executive one.

The reason two positions are not allowed to overlap in the game is based on coding complexity. I will add it to my list of things to try to improve, but given how complex it would be to implement, I don't know if it is something I will be able to add. I agree it would be preferable, and more realistic, if it worked the way you have mentioned.
