I made promises on my way to being elected mayor (after one term of being on the school board but that was because my opponents were either on the school board with me or had no political background and had some unfavorable policies), and one of these said promises were to cut down road congestion. I could only find a wheel tax, but are there no other ways to say invest money in better transportation systems or road spending?

That's done during the budget process. I forget if it even exists at the mayoral level, though; it might just be at state and above. At the national level you increase funding for the Department of Transport and they invest it in expanding old roads/constructing new roads, which in turn decreases road congestion. (In theory, at least. There was a bug relating to this that was fixed a patch or two ago but I haven't had the chance to test out whether the fix was successful yet.)

E: Okay, I've just started a new game and got there, and it's definitely an option during budget appropriations for me, in New York. City Road Construction for reducing road congestion, and City Road Maintenence for improving road quality.

Thank you for the response. I got to the next mayoral year and I finally got the option to invest in the roads. $44 Million to bring my promise to Nashville to reduce road congestion.
