Thanks for the question.
I just finished adding support for Steam Cloud and it appears to work correctly. I will update the store page to indicate that Steam cloud is a supported feature.

Achievements will not be part of the early access launch. Sorry.

One last thing: will there be a cabinet or something like that for president, governors and mayors? I mean will there be vice-presidents, lieutenant governors or secretaries of state?

You can select cabinet members as the president, governor, and mayor. There are 27 cabinet members at the president level, 14 members at the governor level, and 18 members at the mayor level. Currently, cabinet members do not have any effect on the game. I plan on giving them functionality in future updates. Suggestions are welcome.
When you run for president, you can select a running mate who will become the vice-president if you win the election. Like the cabinet members, the vice-president also has no effect on the game, but that will probably change in future updates. Again, suggestions are welcome.

I have not given much thought to creating other games. Right now I am focused on making this game as good as I can make it.

Would the game be compatible with the Steam Workshop? I think it'd be cool to see other players be able to post their politicians or edits to districts and states. It'd be cool if we could also add politicians other then us in the game at the start.

Currently the game is not compatible with Steam Workshop. I have plans to add at least one tool to the game that will allow players some customization (more info on this to come later). I may add even more customization tools in the future, based on what is feasible and what the community wants.
Based on what you are asking, it might be possible to create a tool that allows players to export and import politicians, or a tool that allows players to export and import district data. I can't make any guarantees, but I can look into it as a possible feature in a future update.
I really like your idea about customizing politicians other than your own character. Were you interested in changing the name, appearance, and ideology of politicians who already hold political office? Or, do you want to create politicians who do not currently hold a political office, but who would run for political office once the election season starts? Both? Doing either of these seems feasible, but I need to make sure that it would not be incompatible with any other game mechanisms. Thanks for the idea!
