If it's not already, are you sure you activated the location by talking to Seilkind during act 3?

Probably not. I saw an older post that says that that means the quest will just hang? Thought it might be fixed by now to somehow complete or fail?

You need to complete the Missing Scouts quest in Act 3. I missed this in one of my earlier playthroughs.
