How do you build another teleportation?

Im so tiring of constantly travel far, especially act 3 and act 5, and so far only one fort allow me to upgrade and build teleportation.
Is it a bug? Why other fort not able to upgrade?

Should just need the fort to be upgraded to the second level.

Pass the decree or whatever that involves upgrading a fort, then find one that you've built at least 4 thingy-mabobs in. Should have the option to Enter or Upgrade in the management section.

yeah, but i already did everything. build everything and killed all demons armies, yet upgrade the fort decree only appear once.

Then you haven't done everything. You should get the option to upgrade forts atleast, 3 times.

I had 3 times to upgrade from and outpost to fort and 1 time to upgrade from a fort to a fortress. You need the second tier of outpost to be able to build a teleport circle. And that in act 3.

You need at least 3 buildings on that location you wanna upgrade, and of course, getting the decree that lets you do the upgrade in the first place.
