Did run to tavern, but I don't remember running into One Eyed Devil. But he was normally there after, so.../shrug.
Save Hilor. Evilly ignore his request to help the prisoners. Go to tavern. You can save One Eyed Devil (and Fye).
P.S. i didn't do this. I can't say I terribly missed One Eyed Devil, never was that great a merchant, but the Tavern feels kinda soulless without Fye sitting on the counter, and nobody replaces him. :-<
If you had to prioritize, I think most people would want to keep Hilor. You need him to do Spinner (although ... well, won't go into that now) ... and for respec/mercs (though the former you can do with TB).
I never got that quest to work. The last step which worked for me was in act 4 where i searched the ♥♥♥♥♥ house. And then, nothing in act 5 in all my 3 previous playthrough (even if in the first, i had a dead but walking Hillor... go figure).
I'm not a total completionist, but I have a bucket list. I'd at least like to see how that resolves. Never have.
It's all borked. Sigh.
