How do you get to that conclusion???
The quest should validate.
It doesn't.
That's one of the issue which made me stop playing the current build of the game among others. Still waiting for a fix.
You do pop the achievement though - not that I am excusing bugs but this one does have that 'alternative solution' :)
Because all my stats are at 5 and the quest does not trigger despite my getting the cheevo I'll have to edit my save file to get the quest or wait on a fix.
Build the Main Stables in Drezen, Liberate the region, From the Staff Council and Order the crusade's craftsmen to improve the relic
After the last patch middlegame objectives now include raising all stats to maximum. I failed that quest when I went to Alush. Had all the other objectives like building stables/liberating the region done.
Same issue here, and I have no mods and no edited saves.
I do wonder if the word "maximum" at that point means only to something like level ~5 (which I had) or something and not actually maximum like in the quest "endgame". But I was not going to waste time doing (read: more than I needed) to find out. No idea if failing that quest will affect end game slides or not.

I didn't have this problem prior to version 1.1 in my previous playthrough; the game correctly gave the quest completion (although I can't remember if rank 5 in all crusade stats was a requirement...I think it was but it wasn't clearly stated or something).
I'm contemplating just going into Toybox and setting the quest to complete, but then "Maximize all crusade stats" would always have that cross next to it which I'd rather not have... Trying to see if I find the trigger for "Maximize all crusade stats" instead of the trigger for "Middlegame", but no luck so far.
