Err.. this is something that can happen in addition to naturally born/occuring Drow. They definitely exist as born-that-way Drow, as well. Whole entire nations of them in the Golarion equivalent of the Underdark (Darklands, IIRC).
If you go "Evil" enough (Turning Lich does it) then your "Elf" form ends up with black/grey Skin. Since Drow are the Elves that have gone Evil, it seems like you can be an Elf that goes Evil, and ends up as a Drow.
Funnily enough, the placeholder model for the Vescavor Swarms was a rat swarm during beta. It was a cloud of flying rats that kept doing loopdy loops in the air while attacking you.
