For PVE, you want to use the amour with value most melee damage.
For PVP, bullet protection and penetration protection. Penetration protection is more important. higher level amour cost more to repair.
Your amour progression will be
1 )6b2
2) Bulletproof Vest PASGT-V (Vest) or 6B3.
3)6b5
4)6b13
Number 2 is special. Both have 5% less melee protection than the 6b2 so you can stick with 6b2 all the way if you want. 6b3 and pasgt both have the same melee def, 45%. worst than 6b2.
6b3 have better bullet penetration so its better for pvp, and it has better radiation protection too.
pastv have better explosion defence and electrical defence so its better if you run into electrical anamoly with pasgvt but that depends on what you want.
I took 6b3 because its cheaper at 300k vs pasgvt at 700k but I am so broke now that i sold my 6b3 and went back to 6b2 to buy extra magazines for my akm and my defence in pve is perfectly fine. 6b2 having 5% more melee than 6b3/pasgvt doesnt make alot of difference in pve. By the time you reach option 3 and above, the amour cost millions and it become straight forward.
Wiki has now remove bullet protection from its table so I am guessing new updatest just depend on penetration defence now, but we still have bullet protection in our version.

Another thing I want you to take note of is bullet damage. For pvp, you want bullet with highest penetration value. For pve, bullet with most damage value. What gun you choose now in this version doesnt matter, only look at bullet damage. Most people sold their event guns like ak 105/107 because they use 5.45 bullet and does the same damage as aks74u. In the future, each gun will have their own penetration damage too so there will be more choice for pvp.
The thing I am more excited about is the bullet damage information now that wasnt there a few days ago in wiki. In the future 12x76 bullet is going to be really overpowered for pve. Sayga12k is going to be better than usas12 in the future. Look at the numbers! It going to be almost the same as the 7.62x54 hollow point.
