Does anyone know how I get more modifier points with all the missions done?

You have a limited amount of points so you can only select a few modifiers at a time.

i completed all the missions + christmas and halloween mode, collected everything, completed all the objectives and i still have 9 bruh

Modifier points and ability points use the same tally. You have to unequip abilities to afford the modifiers.
