3.35 - Development Templates still getting randomly randomized.

All the previous triggers from before are still causing as well as a new one:

Any time an enemy councilor even attempts to perform an action in any of my territories then it's development template gets tossed out and replaced with a completely random "Custom."

That's right - not only is it still not fixed, it's actually gotten worse over time. Well done!
