How do you foster relations between nations?
I currently have germany, france, and spain. They are all in the EU, so i get a bonus from that. Is there any point to trying to improve relations with other powers, and how would you do this? Just public information campaigns?

I am not quite sure what the question is.

If you mean allying your EU nations with other powerful Nations outside of Europe (like USA China, India, etc.), then the answer whether it makes sense is pretty much no.
The exception is if you fear having war declared on you then it can make sense so ally, especially with nuclear powers. But since France is a nuclear power already, it doesn't need allies, and the answer defaults back to no.

In regards to allying European Nations among each other, this makes a lot of sense, if your plan is to peacefully unite them eventually. They must be allies first (and indeed mostly start as such at game start).

How do you ally another Nation? You can simply open the relations screen in any Nation where you control the executive CP (i.e. the right-most CP). Most AI controlled Nations are not too keen on allying, though. The best way (especially if you plan to federate and unify) is by controlling both executive CPS in either nation.

You do want all of your nations to be allied with your strongest nation in terms of military and having nukes, which discourages AI factions from declaring war.

Having some of your nations be rivals with each other can be useful for the effect on Cohesion.

I wouldn't necessarily say that you ALWAYS want that. You could, for instance, have a country overseas from Russia that isn't allied to the US, Russia attacks them, then once they land you have the US ally and enter the war, trapping them there with the navy and dooming them to die.
Allowing one of your countries to be invaded by Russia doesn't seem to be a way of keeping it out of a war. Nor does it seem to be likely to help your invaded country prosper.

Sure, maybe the Servants might do something along those lines if they wanted to weaken Earth's major militaries to make things easier for Alien ground forces.

I didn't say anything about keeping them out of a war. I said that you can use it as bait to destroy enemy armies.

Have you forgotten that the OP asked how to foster relations between nations?

Destroying human armies doesn't do that. Neither does using one of your countries as bait by allowing it to be drawn into a war and then invaded.
