How so? You still have to fight and survive to advance. They also said difficulty of the combat matters, so you ca't take an OP fleet and seal club to advancement.
a) Make a dedicated design with a low-power yet very powerful in combat (zero non-frontal armor, zero combat speed so you're relying on deep space interception).
b) Won a few battles
c) Pick only the best officers (like direct weapon or medical officer) and move them on your final ship design.
d) Result: broken OP fleet.
