With how cheap boost is it isn't worth it, unlike destroying mission control.
I don't know an exact answer to your question, but from the few times the AI sabotaged my launch complexes, I do think it does very little. Most nations will be able to rebuild Boost faster it can be destroyed by sabotage, making this councilor mission quite superfluous, imo.
Can't armies also destroy infrastructure? Maybe that's more effective? 🤔
Just now, I was trying a similar thing, but more in-line with the current meta by strategically blocking both 'Mission to the Asteroids/Jupiter' and Moon/Mars/Mercury mining sites.
The AI won't build massive space infrastructure as long as they can't supply both water and volatiles, even if they have >1000 boost. I messed up, though, and forgot Phobos&Deimos. 😅
In any case, for maximum effective plays, I can't recommend blocking the AI from space entirely.
a) anti-alien factions can draw some flak from you
b) sometimes you can buy resources/mining sites from AI
c) AI space research also contributes to global research
