Actually that ‘white line through’ is an exclamation mark if you look closely… lol, which means this enemy councilor bears a trait that will place a ‘mark’ on your assassin if anything less than a ‘critical success’ assassination attempt were carried out, being ‘marked’ will result in your said assassin councilor getting restlessly hunted by that faction. It is a line of event along which you were given several chances to shatter their retaliation attempt by choices that require relative resources to make just like in any other events, if you succeed the ‘marked’ trait will be removed permanently, if you fail……since I nipped their petty assassination plan in the bud by their third attempt, I don’t really have a clue what would happen if you screw it all but normally a successful retaliation wouldn’t end without some blood shed… :p
