Nordic Federation

So, I control the Nordic countries: Sweden, Norway, Finland, Denmark and Iceland. I have formed the federation with Sweden and Denmark, but can't seem to get Finland, Norway and Iceland to join, it doesn't appear in my options in select policies for those countries. Can I even make all of them join?

They need to be allied with the federation leader, You need to have fully established control and you cannot be waiting on a diplo cooldown. Also make sure none of them are rivals with a federation member.

So, I have all nations allied, but when I hover them in the allies and rivals tab, to see the Unification Requirements, first one is FAIL, the one being Must be in same federation. Does that mean both have to be in the UE federation or something?

When I go to Norway and set policy, I can only federate with the EU, not the Nordic Federation...

Moreover, it's not just the cooldown with the federation leader, but you can't have the diplo cooldown active for any federation member that isn't an ally, either.

To Unify, they must both be a part of the same federation (whether they're both part of the EU or both part of the Nordic Federation is irrelevant, both work).

When you mouse over the Nordic allies in the Relations tab, what does it say about PASS/FAIL for federating?

They need to be in the same federation, so if the Nordic federation is in the EU (which it can be) then either the Nordic federation needs to leave and make a new federation or the others need to join the EU.

It says what I wrote before - from Nordic Federation Foreign Relations tab, hovering Norway:

Unification Requirementes with the Nordic Federation: FAIL
-Must be in same federation: FAIL

From Norway Foreign Relations tab, hovering Nordic Federation:

Unification Requirements with Norway: Fail
-Must be in same federation: FAIL
- Norway has claim on original capital (Stockholm): FAIL

All the rest on both are pass. Same happens with Iceland.

Ok thanks, I noticed Norway Finland and Iceland are not on EU, and I can't get them in, so I'm going to make my own federation (don't know how) with Nordic Federation and then try to get them to join...
