Can't get UK to join the EU

I have control of the executive points of both for > 180 days, both are allies, yet it won't let me join them in a federation.

What am I missing?

Are either of them at war? I think that can block it.

Also check to see if the UK joined or created another federation. If they are already in a Federation they can’t join another one. I have seen the UK federate with Ireland a few times. When that happened I had to take control of Ireland and exit the Federation or have the EU invade Ireland and have the UK troops not intervene so the EU can annex it and end the Federation.

Hover the mouse over the checkmark for the UK while you have the EU selected and one of the prerequisites should be marked as not fulfilled. Are you both in the same federation? Probably something dealing with "not able to ally with all federation members" or something like that. The EU federation has a whole pile of small countries that you might not think of.

Turns out the Eurasian Union was rivals with the UK (I stuck them in the EU as they'd grabbed Ukraine and I planned to unite them with the EU after getting great Europa)
