The nation trying to join the federation must be allied to at least one nation in the federation, without the diplomatic cooldown active.
The nation trying to join the federation must be currently capable of creating an Alliance with all federation members, disregarding the distance-related requirements (meaning, they must not be rivals with any of them, and any that aren't allied must not have their diplomatic cooldown active).
One of the nations in the federation must have a claim on a region owned by the joining country, or the other way around.
You must control the Executive CP of both the federation leader and the joining nation. The Executive must be consolidated, which means either you've held it for 180 consecutive days or you gained control of it through force, which means a coup, revolution, or a regime change war.
If you want Germany to absorb the EAU, it can't do that except through very game-y means. In order to Unify, the nation trying to absorb the other must have a claim on the capitol of the other nation. Germany can't get a claim on Moscow.
For the game-y means, you might be able to move the capitol of the EAU to somewhere else that Germany does get a claim on, like Prague, by ceding territory to other nations like the EU (France).
