How to get russia to leave its own federation.

I normally start taking over europe, i have managed to get america and canada to join the european federation, but although paris has a claim on moscow it wont let me as it says that russia is in another federation, but when i go to set policy in russia it wont let me leave a federation. How do i remedy this?

I don't think you can make the primary nation leave its own federation. But maybe you can declare war between the EU Fed and Russia and have the EU armies take over...?

Since Russia is the primary member of its Federation, you have to have every other member leave its Federation for it to be disbanded.

And get to EU all minor EAU members too, not only russia itself.

It may be not optimal. If I'm not wrong, in this scenario all russian nukes and armies will be lost.

True. But if the EU Federation has a higher miltech level and Moscow gets its own miltech boosted after being taken over, that might still be an OK tradeoff.

You could launch a coup in Russia to get them to leave the EAU. A successful coup always causes the country to leave its federation.
Or coup the other EAU countries to dismantle the federation.
