Greater United States Unification
I have researched the greater nations and greater united states tech and have complete control over both Canada and USA, but I cannot choose to unify them. What am I doing wrong?

you need to wait up to 180 days after you control both nations. both nations need to be allies. on relations tab...check that. then 180 days after you can use the Set National Policy on USA. Select Join Federation. Once they are Federated, wait again 180 days or so, maybe less, the relations tab will tell you. When requirements are met...Set National Policy then select Unification.
All Done. It's a long process.

its better to invade and be united that way. if you peacefully merge then it takes the avg mil score of both so your tech can go down but if you invade then it keeps the winners. first game i made mega russia without war and was still at atomic age even with military maxed out in points

Peacefully unifying can be good if the nation you want to pull in is better than you. You can get a bump for the new country. So most of the time war, some occasions the slow way is better.

And if you have no claim except the capital - other regions may break away after the war. So it's not always an option.
