OP, here's how miltech works when peacefully unifying: Multiply the miltech value of each nation by the number of regions that nation holds. Add those two together. Divide this number by the number of regions in the combined nation. It is an average, but it's based on region count, not population or economy.
Whereas if you conquer territory, the miltech of the conquered nation will be ignored. As an example, NEVER unify Korea. Take control of North Korea, disarm the nuke, and declare war on South Korea. Then simply wait for the US to conquer NK on SK's behalf. Voila, you have now saved 560 investment points on Military in order to fix the damage you would've caused with unification. Minus 60 for the army, 25 for the nuke, and maybe like 3 on Economy for the economic damage caused
Or waste some time on Day0 by fixing devs mil techs non sense manually in save file ;)
