b) Are you sure that those armies are at war with China? If you have multiple countries under your control - they need to be allies to be dragged into same war.

Yes. If you don't have a claim on their capital, you install a friendly regime and that is all. Think of the US in Iraq.
AFAIK devs fixed moving of capital and it's no longer possible to do :)
