other factions only invest in military?

Is it normal for literally every other control point that is owned by other factions to only spend its investment on military?
for some reason the whole planet just gives up on anything except for increasing the military value. and i was wondering if this is normal.

Check for unrest. If unrest is high or they are at war with superior enemy they invest in military.

Fairly normal. It varies by region and by the faction controlling it. Like exodus for me is eco/wel/edu/fund/boost on Brazil. But yeah a lot of nations are military and more likely to spin the nation into the ground (although can take several years). Probably the AI needs more optimizing here, but there might be some other reasoning for what their doing. Maybe since we can plan and nurture our nations, they're thinking short-term for war and such. I don't know.

I wish I would have followed suit. Japan did it and they made it to a tech level 5.7 army before any aliens touched down. Anyone who went to war with japan got flattened.

I slept on it and now have to fight the aliens with tech 5 armies. 5 of them can kill 2 alien armies so basically not even close to enough army power.

the rest of the world is basically in war. i guess i will have to do some extreme heavy lifting to win this one.
