How do you declare war on aliens

The alien invasion is well on its way. Its armies are conquering the world. There's no stopping them. The UI won't allow it.

My armies won't move in alien administration territory. The 'assault alien asset' button is greyed out. I can't launch nukes. I set the administration as rival, then used a councilor to set national policy. There's no option to declare war on the aliens.

Go aliens!

This is actually the aliens secret weapon - penetrating the space-time fabric into the players screen and disabling the ability to wage war. Now nothing can stop them!

(For real though I thought it was rival and national policy, but I forget how I did it)

It works the same as with countries.

They have their own tab where you can make them rivals, and then you set a national policy to go to war with them.

Well, I set them as rivals and the 'declare war' tab in national policy doesn't show the aliens. One more bug, I guess.

Did you check whether there's a reason you're not allowed to declare war on them?

I figured it out. It turns out that the aliens were somehow allied with some other country that I was allied with. Thanks for the help people.
