Acquiring Skunk Works
From the tech tree it seems like you need Advanced Neural Networks. This is something that I or one of the other factions grabbed withing the first couple years.

However it still hasn't popped up in my game by 2030. I have agents in the two factions that won't trade with me and they don't have it. I have tried trading with all the other factions and they don't have it.

In fact I can't steal any projects from any of the factions, so I'm assuming they don't have any projects that I don't currently have.

Are there any other requirements?

You CAN have a Skunk Work on Earth orbit - it will work.

Issue here that Skunk Work could be target for stealing/sabotaging research and it's much easier to do it against Skun Work. As enemy agents could easily reach Earth orbit via actions only (they will need to ride a ship to get in any other place but Earth-Luna system) - your stations will be targeted a lot.

That's why usually they're placed into some other place, like Mercury Dyson Sphere.
