Why won't Benelux do unification with the EU?

See attached image. I have held executive control for ages, they are in the federation, and are allies. I'm probably missing something but they don't show as being in a cool down and don't give the option of unification.

I have several countries like this that I've been waiting to unify, but I just don't know what I need to do to get the option enabled in the Set Policies window.

Any advice please?

you need to take all the slot, then have the Eu federate it, then unite it.
if for some magic reason it doesn't work
Eu have claim on Benelux so the military option works too.

I literally just had this happen to me. You need to have a country for 180 days (or so I've read). Then after that it should show up to federate.
Also,
On France's country card there is a button just to the right of where is says "overview". If you hover your mouse over it, it will show you what countries can be federated or assimilated.
EXCEPT: there is a bug where it will show countries you don't own that can be federated. But after you take them you'll have to wait those 180 days.

Yeah like wei (and Tru) said, you need all control points. Just kick the academy out and you should be fine. The 180 day timing if it's active, will show up in the top left, on your icon, to the right of the nation flag and nation name. Doesn't look active here.

Hovering over the Resistance logo tells me I have executive control. The 180 days has been long gone, and I have already added them to the EU federation. The popup in France doesn't even mention Benelux. France does have some cool downs for Germany and Slovakia.

I didn't think I needed all control points as long as I hold the executive point? I'll give that a try and see if it does the trick.

Well I stand corrected. Taking the last point did indeed allow France to do the unification. Tested a second time with Italy and same result.

just hower on country flag at relations tab/ There will be list of checks for possible pilitic actions
